Notepad++ as text editor, Photoshop for graphics, and Firebug for testing/debugging. I have always avoided WYSIWYG editors.

HTML-Kit for the code (HTML, Javascript, CSS, php) and AutoCAD and Gimp for the graphics. I wouldn't really recommend AutoCAD by the way, I only use it because I am very familiar with it (I use it for my day job).
Design in PhotoShop and code it in Notepad or vim. If I am on Mac Os code it on GoLive!
Fu¢k Frontpage. All WYSIWYG applications do for you is a) make you spend more money, and b) put all sorts of crap on a web page that doesn't need to be there and just slows it down. Go geek and learn HTML.

I use Visual Studio 2008 and Photoshop for creating my own websites from scratch. I also use a lot of CMS like Drupal and Wordpress.
For me it's:
Notepad
Colorspy (for getting the hex color of anything)
Filezilla
Dreamweaver / Frontpage (only sometimes when I need to see something)
Compare it
and of course = Photoshop
