I can't encode anything other than html, so it is impossible for me to make a site :/

I woner if someone of you could help me to code this design?

If you can code HTML, then you can do that. What exactly is the issue you are having?

What program you used for making this layout ? If you used photoshop you can use "Slice Tool" to make slices and then import them as HTML & images
