Some languages, like the .NET language or Java, can be decompiled. So yes. You can decompile any executable into assembly.

If you load the components into software such as Reflector, you can see how things are done in an executable.

Well as this is a VB forum, I'm assuming that you want to decompile a .EXE that was compiled with VB, so yes there are VB decompilers that will decompile the exe into a VB project with all the code and forms etc...

I don't know.. but I think yes, because if you are decompiling your own apps it's legal

Well there are some programs that tell you if the EXE was compiled with VB or not.. but I can't remember any names.
