Arrow Specific Question: Port Scanner his Scanroute

I have a question concerning a tutorial on this site. I asked the question in the comments about a month or two ago and I still haven't had a response. The writer hasn't been online since March so I don't really expect to get an answer really soon.
This is the tutorial I was talking about: http ://forum.codecall. net/vb-tutorials/928-visual-basic-6-0-tutorial-making-port-scanner-11.html (Remove the spaces to get the webadre, stupid 10 post minimum...)

The question is as follows.
If you try connecting to a certain IP port does your own computer use those ports aswell to exit?
For example does he use the 5450 port if he has to connect to the 5450 port on the IP 193.58.82.174?

After some research it's quite possible that my question results in a yes the Program uses the port shown to pass to the Adress given.

But this doesn't mean it actually is this way... I don't have the programs nor the means to check how this program acts exactly someone could please check this out?
