you can do that with css.

<div id="a">
<div id="border"></div>

<div id="b">the second div.</div>

</div>

The css would be like:

#a{width:100px;height:50px;position:absolute}
#border{background:#000;width:100px;height:1px;position:relative;top:-1px;}
I hope this is what you mean.
