I don't have the code anymore but I did create a program that allows you to convert and draw icons. I just found it and I actually created it several years ago (in C++ MFC). A lot of the controls are custom made and this supports a lot of features.

However, there are still numerous bugs in the program because it was never completed. One major bug was that the redraw of controls took over the entire screen.

If you can use it to convert images into .ico files please feel free to. Most functions work but you will find problems converting some image files.
