I have tried using IIS n Apache but I enter like them because they too complicated and big.
I prefer a small and simple server specific for perl

Have you ever heard about Perl Webserver ? you are going to love it

You can run a perl based site also on webservers like Lighttpd or Nginx, by using fastcgi.
If you use a modern web framework, as you should, (such as Dancer or Catalyst), than you can also use plackup with webservers supporting PSGI, like Starman or Twiggy. If you use PSGI, than, for development purposes (not for production), you can also try the HTTP::Server::Simple::PSGI module.
