Im new here and actually new to software designing as well
but

I have a capital and a software Idea which I think can be developed

yet, I need guidance from a programmer's side who have experience in software designing

can anyone help me?

Not without some clue as to what your idea is. You may want to search for your idea on SourceForge - Download, Develop and Publish Free Open Source Software. It's amazing how many ideas have already been thought of and implemented.
