What programming language is best to write software & applications which collaborates with the internet & eventually combines with elaborate changes in the future?

Almost any of them, though I would steer away from Cobol.

In all seriousness, collaborating on the internet is handled through TCP/IP or UDP, usually with socket programming. Almost any modern language can do that. As far as changes for the future, it's very hard to say, given we don't know which changes are coming.
