Just wondering, what website would be the best for a free blog/portfolio to upload self-made applications and code?

There are many services that do this; the best one for you depends upon what is most appropriate for you.
If you already have a Gmail account, that gives you access to the rest of Google's services, for example, Blogger and Google Code. Perhaps that would suffice for your purposes.
Otherwise, SourceForge used to be the gold standard. It is still huge, but the site seems to have declined over the years.
Also big is Freecode, formerly called Fresh Meat.
There are also CodeCogs, The Code Project, Softpedia, Ohloh, GitHub, CodePlex, and many more.
Or if you are just planning to write small scripts or applets, there are also many script directories.
Again, it all depends upon what combination of features you want, the type of code you plan to write, etc.

What i did is create my own blogg.. With that i can post my progress with my project and also i posted some tutorials in my blogg.. I use Blogger its a perfect blogging tool and you can do much with it. Also you can make some tabs in the site and have like a portfolio tab which gives links to download of the application you made or just a link to the github or sourceforge or whatever you use.
