Can Ruby/Ruby on Rails web apps register to other websites?

I am new to programming, but I am interested in possibly learning this language. Would I be able to practically code a web app that can automate the registration to other websites? There is a program that I use that registers to various blogs, and posts on them. Would I be able to create a web app capable of that, or is that more of an offline program only?
