Flash supports more platforms than Silverlight. Other than that, I can't offer much advice.

It is said that Silverlight will not be supported on the new Windows 8 Metro interface, so I would not count on it over flash for any specific reason.

There are many years worth of Flash streamers, of which can accept a stream protocol or file.

I am not aware of major ones off hand, however for simple streaming there is the free jwplayer, which can be branded to your liking:
JW Player: Overview | LongTail Video | Home of the JW Player

And as WingedPanther has mentioned, flash may be supported on some mobile/non-Windows/non-Mac platforms, if that audience matters to you.

All new problems require investigation, and so if errors are problems, try to learn as much as you can and report back.

Yes, in the sense that the interface's apps/widget's can't be programmed in it.

Their new IE (10?) will not support plugins of any sort - I am unsure if Firefox supports Silverlight, or people will stick with the non-Metro UI just for Silverlight. It can be considered abandoned in a lot of situations.

It's also worth noting that browsers are starting to support audio/video streaming using the HTML5 protocols without the extra container.
