You can develop an android app to control a robot?

Well, I'd start by building a robot that can connect to wifi.

No clue. Or you could control it over a USB cable.

The first step is you have to establish communication. How you do that depends on the parts you have.

I like communication in bluetooth. I do not know practically nothing of robotics. Where can I find tutorial to make a robot?
