I am trying to determine what type of programming I should be looking into for the following two separate projects:

1.) Gather data based on cookies of user that will be able to give me insight on related sites / product they've been
2.) Build a site where users can create log in names and passwords and then be given pages where they can upload photos and enter some text regarding their club

Any ideas / suggestions?

1) what do you know about how cookies work? In general, you can only look at your own cookies.
2) Do you know any server-side scripting languages?

PHP but I should point out that browsers only share cookies with the website that gave them the cookies in the first place. Otherwise if a customer went on say foo.com after visiting xyzbanking.com foo.com could read the unique ID of the session on xyzbanking.com.
Please, write clearly with proper structure. Double spacing makes the text feel un-jointed, Capitalizing Every Word Means People Stop Before Every Word Sub-Consciously Which Is A Pain In The Backside, and use code tags! (The right most styling box).
