Which web development framework is best when it come to scalability and performance?

I'm stuck between CakePHP, Django and Ruby on Rails due to limited capital.

I know this is multifactorial and it demands certain exposure to the various technologies, but it is imperative that I get some help in trying to understand the answer to this question.

RoR is supposedly very good.
