Do you have any requirements at this point? This could be anything from serving up a PDF file for users to fill in and submit back, to form-based multiple choice, to ...

Panther, I need a form based application where exam types could be specified, and the questions randomized.
I tried TCExam, but I didn't like it coz I was unable to change some things I feel I need change.
The application must have facility for different kinds of question ranging from multiple choice to true/false, etc.
please let's get talking if you're interested.

Are you talking about this software administering the test to the students? Supporting a variety of types of questions is easy. Getting security in place for students to take the test is another issue.

I don't have time to do this, right now. I'm asking you the types of questions any developer will ask you, so you can start thinking about it now.

You could make a survey with free software like limesurvey and look at individual answer for each student
No programming skill needed!

You got it Panther, I want the software to administer questions to the students
It must support multiple user upload
Difficulty level must be allowed for different tests
I will be able to create exam/test types
I will be able to create user group
It will have facility to enable or disable multiple group for a particular student
It will allow me to modify the theme
I will be able to specify topic (e.g Mathematics, English etc.)
The Student registration form should be of the format: Username, Password, Registration Number, Seat Number, Last Name, First Name,Group/Department.
The application must allow me to add multiple user in csv or xls format
the administrator used be able to assign a particular set of questions to those who belong to a particular department or an individual student.
The administrator should be able to publish result to pdf or export to excel
The application will be such that students sitting side by side who belong to the same department will not be answering the same question.
The application must display the start time, stop time, comment, to students before starting the exam
It should display the timer at the top of the page as the student attempt the questions
The Administrator should be able to set the 'end session when timer stops' to on or off
