Sure thing - I have no idea what I'm talking about.

Nevertheless; the concept that's up for evaluation:
A working SIM card is placed in either a regular or some special kind of USB modem; whatever computer-powered and computer-connected SIM-card-operated device with a sufficient similar functioning to a regular cell phone: connecting to satellites, the telecom, whatever.
Further, someone calls my phone number. The device; USB modem whatever, receives the call as regularly (replies to the telecom provider that it's receiving the attempted call or whatever), and then sends whatever signal or wait for computer input or whatever :-)
Whatever-whatever ^^
Is it possible?

Say I wanna play James Bond, so I can just call a number resulting in my computer-server sending a mail to 100 different contacts through my SMTP server :)
Again: is it possible?

If it is, please reply with something useful, descriptive, something.. Like: if I've understood it right that I just need a simple USB modem with a linux driver, or what protocol/technology would be involved.
Edit: what I mean is, don't just say "yes" ;) Be off-topic, or add something less relevant if interested, just make it descriptive.

Might 'Asterisk' be the answer?
I'm getting closer :D
