Terraria, is a game coded in .NET C# with XNA. It uses the Steam API. I was wondering how it does this when its not coded in C++? According to the Steam API documentation you can only use it in C#. How does this work?

If you mean to say that it is not compatible with C#, then the Steam networking portion of the game could freely be written in C++ to handle the calls to Steam, however you would likely need to consult the developer on if this is easily possible and how it was done.
