Do your research on how to use an FTP client, and usually your all set.

If you want your own domain (www.awsomedomain.com as example dont click on it) you gotta pay, but if you just want your stuff online I advice a free host ( Free Web Hosting - PHP, MySQL, FTP, Email).

As long as you're new to development, I think it's better to do with free webhosting to test what you're doing, just install a server on your computer as localhost, so that you can publish your webpages on your computer without needing to send your files through a ftp to your online hosting, I think it's a good thing to do, because you can test also php files and working with databases.
