I want to get into creating a program to edit Music. What would be the best language to use?

In what sense do you want to do this? Editing sheet music is very different from modifying the waveform of a recording.

i want to actually be able to distort a music file. like in 'FL studios' for example, you are lengthen, raise and lower pitch, change the attack, etc. of a particular track

You may have luck with a good scripting language that has audio library bindings, Python seems to be a good choice, you may look down the list here and see if any libraries suit your task. I believe a few of them do.
