From my understanding sniffing is generally related to data sniffing, which is the act of capturing packets of data sent across the network/internet. Spoofing is fooling a technology into thinking something other than the default of what it would normally.

spoof: a hoax; a light parody; nonsense; to gently satirize; to deceive; to falsify
sniffing: inhale audibly through the nose; "the sick student was sniffling in the back row"

Sniffing:
Reading packets but otherwise leaving them, an example would be sniffing a password on the way to a server- The password reaches the server but you keep a copy.
Spoofing:
Faking to be someone else, for example tricking the client you are the legitimate server so it sends the passwords to you.
