It really depends on how you measure it. There are still a ton of .bat files running around out there. Do you want to include those? bash scripts are very common, though not as publicly visible on the web. Python is used for many one-off uses for data analysis, or other activities.
If you're talking about server-side scripting languages, you're probably right. JavaScript probably beats it out for general use, though: it's on TONS of websites, you just don't notice it as a client-side language.

I would imagine it would be C/C++ and I reckon SQL would be up there as I think most database's use it. It's hard to judge though since different languages are used for different purposes.

I believe English is the most widely used language. PHP certainly has a strengthened grasp in the open source/business community of web developers, although still is specific to the web (unlike Python/Django, Perl/CGI, C#/ASP).

I have seen various statistics on language popularity based on search engine results, ... This is entirely based my gut but here is my rationalization: So many open source CMS Systems are based on it I have to believe PHP is the most widely used. Many businesses like the MS solution so I submit asp.net as number 2.
