TTL stands for "Time To Live" (stored within the IP packet), and is generally recorded in milliseconds (ms). If the ping's ICMP (Internet Control Message Protocol) packet request does not reach the destination host within the specified time to live, then it will expire and come back with an error what you would call a "Timeout".

Generally you would not want a latency of over 50-300 milliseconds or you may experience lag, so you may wish to have an optimal ping time-to-live value within this range.
