I am a beginner in web design, I have taken two courses in college and in the final class which is an independent study. The first two courses covered html, css, very brief javascript, and very brief on database integration. We used Adobe CS4 in class, but I do not have it and am not interested in buying it, at least not at this moment in time. This site is my first individual project in which I'm making a site for a club in my small town.
I am working on a site for a club that practices weekly, I would like to include a "Practice Status" which would appear on my left column of the website. The club meets out doors, so weather can cause for cancellation of a practice. Right now I am just using HTML and CSS on this site, and the only place changing between all the pages is the right column which I have as <div id="rightcol">. I won't have to include this feature and its not holding me back. I'd just like to see what the best way to do it if there is one.
The site will be hosted off of godaddy (but has yet to be purchased), and the tools I have include a student version of Expression Web, Notepad++, and Aptana Studio 2.0. I've only been using Notepad++ thus far and have just been testing the site off of my machine.

I would think that to do that you would want to use javascript to make a request to get weather information from a site and update the club status based on the weather information returned. Javascript would probably be your best bet and if you're going to be doing a lot of web page work, Javascript is a powerful tool that you will want in your arsenal.
