What features will it have??
Like will it be able to limit individual applications to certain cores and provide secure (virtual user?) access to them via telnet??
Please, write clearly with proper structure. Double spacing makes the text feel un-jointed, Capitalizing Every Word Means People Stop Before Every Word Sub-Consciously Which Is A Pain In The Backside, and use code tags! (The right most styling box).

I hate to say this, but there are already tools to do almost everything on your list. You'll end up either creating a new front-end for the command-line tools, or duplicating existing GUI tools. You'd almost do better to create a launcher and call it good.
