Is it possible to trace exactly what a file does?

or

is it possible to find what a program did if it reset the computer?

The problem is I ran an .exe and my computer reset (at least I think it was an .exe). I would like to figure out what happened and how to make it... unhappen... I already feel like a moron and I realize I've done this to myself. But I was hoping someone who knows more about how programs run (likely anyone here) might be able to help me figure out what I can do to disable/remove the problem. I am not a programmer but I know I f-ed something up, any help is appreciated.
