i need a fake server so that i can run an application on certain time...
when i run the application it will go to the fake server and the fake server will return the value of the time i set...
does this make sense???

I do not think so, it does sort of make sense, but there is no way I can guess what you can use this for (so we can guess at a better solution for you)

it's really for personal use, nothing much...
i have a friend that creates this sort of application that runs only from 8-9 am...
its accessing a server so i cant just change my system time...

Sounds like you are trying to crack that application. If it's really from your friend, then ask him/her to change the behavior only for you.
There are some ways to "fake" a server. But none is bulletproof, especially if that friend of yours add complex logic/checking behind the time checking.

I doubt that I can help you. But I'll give you a hint of the easiest way to fake a server. I.e. hosts file. Again, not bullet proof. Could not fake if the application use direct IP address.
