How Do I write a problem definition?

I know this sounds stupid, but how do i write a problem definition for a programming assignment.

Let's say you have a program that solves multiple problems, must you include all the problems in the definition?
I made a program that finds the highest expenditure , lowest expenditure , total expenditure.

What would be a problem definition for this? In a question form.
