Is it possible to develop a clock like the pre made one that you can select as one of the default windows widget, and you can see it change time. If so how?

Yes, you could create a clock in VB that allows you to see it change time or whatever you would like, of course you wont be able to attach it to the sidebar like the other windows gadgets. If want to make windows gadgets you should look into JavaScript.
