Is there a limit of users that mysql can have say i wanted to hold 10,000 users for a social network site is that possible would that be pushin it overboard because i know facebook uses mysql and has over 10x that

You are limited by the computer operating MySQL, not MySQL itself.
10,000 rows is rather small actually, you don't need to worry about that in the slightest.

thank you very much for answering but one more question if i rented server space instead of using apache would the server be responsible for the security of my sql databases and what not

I wouldn't guarantee any type of security on shared hosting. It really depends on their own policies to be honest however. Most hosting companies have server admins and the such. However if you make a program that is vulnerable it's your fault and your fault only.

If you don't know much about databases and the such, and the goal is to get a social network site up, why not use pre-made software?

i think there's something of 50 mil limit [not a limit] like thing
but you just have to alter the table so it can use furthur
premade ones:
social engine [you should buy, not a very good one, mostly like FB]
elgg + yougurt [hard to manage]
joomla+jomsocial ]havnt touched]
