Need a Login Area and Dashboard for Writing Site

Me and my partner have a content mill site for writers who want to get paid for their writing, and also to build backlinks from their content..

I already have the website up and ready on Wordpress, the only thing we would need is a writer login area where they will be able to edit their account info, look at their content/earnings, and submit a new article.

With account page (Name, Email, Gender, Birthdate (opt), City (opt), State (opt) )

My content page (Views, Date Published, Word count, Earnings per article - per 1,000 views)

Submit an article page (Basic submission page where a user can submit their articles and they are added to a database
where it's easy for admin to approve them, and have them published automatically)

They will need:
Client Login Area

I am looking to hire someone who is okay with me making gradual payments, for example - in 3 parts.

So, let's say once you have made the login form - I will pay you.. then after that, when you create the writer area, I can pay you. This is a large project so I am a bit hesitant about paying everything upfront so please let me know.
