I am looking for a program that can snag effects from a webpage. Basically, if I like an effect created with javascript or css, I want to be able to click on that effect and it grab the source code thats generating it.

I don't think any such type of programs do exists. Well you can view page source and look at the code how it is created! Remember: Stealing others property is not a healthy habit. And I do not support it.

If you get any problem in understanding any codes somewhere in the net, then you are most welcome to codecall and ask for help.

Best wishes! :)

FireFox's Firebug program will let you do that. Be aware, however, that USING those files without permission is a copyright violation in most countries, and a great way to get sued or have your website taken down.
