I'm not sure exactly how many questions are wound up in here.
When you say your new to C#, are you also new to programming in general?

Have you ever designed and built a database application before? You may have some ground work ahead of you before you get into text to speech and speech to text.

luckily, I think there are some libraries out there to make that aspect easier.

I'd personally build a more traditional interface for it first.

This project of yours is going to have to be broken down somewhat. If I were you, I would first start looking into databases.

something like this might be a great thing to read through Databases for Beginners

once you have an understanding of databases, you choose your platform, and design a database to work with, to make this dictionary application happen,
you next need to learn the basics of programming in C#, before you can learn to interact with the database in C#.

Doing so will leverage whatever you learn about the database platform you chose, and of course whatever you learn about C#.

This is a pretty ambitious goal, but if you can stay dedicated to learn this stuff, then I think it's a pretty good/fun goal to work toward.

Why not start researching some of these topics, and then ask more specific questions?
