Difficult to get programmers to work to spec

I'm getting increasingly frustrated with programmers who are unable to perform up to spec. I had a website redesign recently, and we sent the programmer a general brief, and then he clarified each point as he worked on the project. We told him that for me to give a 100% foolproof spec it would take me a couple of days to brainstorm and give gim wexact details. So I told him that I will give him a general brief, my wishes and requirements and will award a bonus on completition if the work doe goes beyond the scope of the general requirments.

It's unfortunate that programmers want to just rush the job, for instance one of the things the programmer did was create a global meta description instead of allow me to manually enter each seperate meta description on the back end.

It was infuriating because this is obviously a requirement that is needed for the website, however the programmer was only willing to work on things that we mentioned in the spec to the letter.

I'll be honest, having separate meta descriptions is NOT obvious to me. As a developer, I've had what was described as a 10 hour project bloat into over 50 hours. In a situation like that, I just moved from making money to losing money. When programming, we view NOTHING as obvious.
