Creating an equalizer in vb.net

I've searched and searched all over google and various websites, but I cannot find anywhere that would help with this project. I'm trying to create a 10-band equalizer, but I have no idea where or how to start. I can't even figure out how to control the system volume with vb.net... If anybody could lend some help or point me in the right direction, it would be appreciated.
