How to create an Document Managment menu to merge PDF files?

Hello everybody!
I'm not a programming expert, but I'm trying to find a program which enables me to create a simple and attractive Document Managment System formed by checkboxes. Every checkbox would be linked to a PDF file that can be selected or not, depending on the user's needs. After selecting which files are relevant for the user, the "Next" button should be clicked. The resulting file would be a merge of all the selected PDFs.
I've seen Adobe Acrobat is able to do it, but I was looking for something more simple and eye-catching.

I believe you can build something like this with ColdFusion, but there will still be a lot of work on your part.
