Hello everybody;

I need a solution that serving service oriented authorization for other projects(.net, java, web projects).
Suppose we have authenticated users, they use different softwares and my project serving authorization information to this softwares.
The solution must be opensource so we can customize. The solution also includes form , file or folder etc. authorization.
Can I use Java System Access Manager or other Identity Management system for this.

I would suggest you look into JAAS, Java Authentication and Authorization Service, I think this might help you!

I think JAAS can use for authentication and authorization of one project.Is this wrong ?

Suppose I have a java project(software). JAAS helps me for programming this project or other java projects.
But I need a complete open source project.
we have many projects(java .net ..) and we need centralized authorization for those projects.
when user sign on a project, for example X project, X project sends identity information to authorization project instantly.
The project sends authorization message to X project. X project uses this for the user's authorization. For another user this process will continue.
Also other projects, for example, Y project use the same way.

I think SSO(single sign on) systems can use for this purpose. For example, OpenSSO may be.
