Ip camera help!

Hi guys! recently i been trying out on ip camera IP Wired Camera with Night Vision and Pan/Tilt Motors
but i wasnt sure of how to turn the camera to the right using C#. i need advise on how to do it THANKS! i am using visual studio 2008. :) this is the link to how the image

You really need the developers' kit for the camera. It will contain an API that will break everything you need down into simple methods. It may or may not be free, but you have to contact the manufacturer of the camera to get it, or go to the manufacturer's website.

Usually you control IP cameras by using their internal web servers. You issuing commands by using http post or get. But BuckAMayzing was right, to get the details of the commands and how to access it you need to get its SDK.
