Newbie help

Hi.
First of all I have almost no experience in programming.

But I have a case where i need an interface for a program.
This program is a software for programming and monitoring a frequncy converter with built in PLC.

Now what i want is to make an application that opens an interface, connects to the drive automatically and then i am able to change values.

The values i need to change is for example a number in a counter.
I also need to be able to set the value of let's say my input 1 to positive, so that it works like if I had physically attached a button to my input one and pressed it.

Actually it is a Human Machine Interface i need. But only with these two basic functions.

This app should be able to run on an hp ipaq - the program i am linking to is the pc-version, but there is a PDA version of it.

So the challenge is to make an interface with one button, one input for changing a counter value in this program.

I would really appreciate if anyone would give me a hint, link, tutorial or anything that could help me out here. ( I can find a lot of tutorials, to many to sort out what I need to look at)
