Is it possible to play flash without flash-player installed? I heard that SWF file and flash player itself may be included into one EXE file.

I did a quick search and found SWF Kit - convert swf to exe,flash to exe,create flash application,create flash screensaver with swf which sells a product to do so.
Also reading more there should be an option that in "File" called "Create Projector" or something along those lines that will generate the exe. I could be mistaken there does not seem to be too much info on this.

Try looking into FLEX programming. It uses the Adobe Air platform. Why are you needing this capability? Is it because of a mobile (non flash using) platform?
