I'm trying to build a program that can use a browser to go to their website then be able to click on their ads... Also have a counter so it can do it multiple times. If anyone can help, that'll be great...

So you want to write a program that commits 'click fraud' on advertisers. See, there is already a name for what you want to do. Having worked with Microsoft on adCenter, I know they can detect this. To think that Google can't would be silly.

What about if the program had ip scrambler? And maybe having the clicker click every 5 to 10 minutes?

You can try to, but it's very risky.
Remember that hacking is just another (evil) name to programming, so you might be able to come up with something if you'll invest time in it.
