Debiting airtimes on Asp.net mobile application

Hi guys, I am working on an Asp.net application, it is a mobile website, that allows people to bet on horse race, from their mobile phone, and it automatically debits their airtime mobile account to pay for the bet. How can I do for the airtime debiting? I am completly lost, can some one tell me what I should do?

for a web application or a app the Provider will give you a API or Payment Gateway i donno of it is avilable in your case

I thought there was some lines of codes that worked in any given situation, that I could use for my mobile web application. I will try to check for the API and Payment Gateway, my problem is that this web app it's kind of secret, if I go around asking questions, the next day someone will come with the exact thing. I'm pretty sure it's gonna be big here, so I have to be careful.
