I am thinking about launching a new (technical) site and have two design themes in mind. Which one do you think looks better?

Oops I voted on the wrong one. I personally like the IEEE example, the quova one is too "static" and like a selection menu rather than a website. Black does not go over well for some people either.

I used firebug to mock it blue, it does look better, yes. It still depends on what content is being placed, but I am leaning towards it now (accessability is simpler)

I think you should relativize content with lay-out, instead of limiting yourself to "this" or "that". In my personal opinion i believe that content dictates design.

Think of it as a bank, with the vault being the design and the gold being the content.

I'd sure be interested into seeing some examples of your own work.

They both look professional in their own ways... I like the Quova one as far as over all design, but I think IEEE looks nice and "simple"

Thanks guys, for your input. I totally agree with Voiden that design should follow content. The new site is technical, so I wanted it to be "blue" themed and be simple to use. Otherwise, my requirement is that it's simple looking and present the content well. The IEEE site is nice because it actually targets the same type of users.

I'm only taking design ideas now.. not actually doing the site.

I was hoping that would be the case

Though a interactive design would be great, where people could actually "click&drag" content boxes. Something like Ubuntu Unity :w00t:

Think about which one would be easer to edit. The navigation bar on ieee.com is text so it's simple to change the words. While quova.com has pictured navigation links. That might require photoshop.

I think the navi for quova.com is actually CSS styles fonts. I should be able to update them via the admin setup.

I also found the base template for quova (it's a Socket theme for WordPress, I think). If so, it would be much easier to maintain.
