Standalone Executable Program from Flash Drive

I'm looking to create a standalone program that runs from a flash drive. It will provide pricing information for a product with multiple options. Ideally I would be able to send the file to customers so that they could quickly price jobs and there would be a tool for them to send their selection through email back to me. I know nothing about programming and am wondering what languages, etc. I would need to learn to be able to create this. I am a student with lots of free time to learn. Currently the data is in an excel spreadsheet.

i am new as well so don't take what i say as fact nor am i claiming it is the easiest way if it is fact but i think (since you have the data already in one) an excel sheet with some VBE coding done to it will allow a form to pop up, make a selection and then output the selection to a file which can then be e-mailed...
