Template build complexity query

Hello :)

I have some questions about the way the BBC UK site works, specifically the dragging, dropping and enabling/disabling of modules. I'll be posting a request on a freelance site to get some kind of template built, but I don't want to go in misguided expectations. I don't really have the experience to judge this accurately.

Can anyone give me a general idea of size and complexity of the following task in terms of the time a developer would need to spend on such a project assuming a similartemplate consisted only of:

1. A single page template with the drag and drop functionality
2. The repositioning of the inactive modules while dragging another
3. The softly falling in to place effect and outlines showing where the module would land
4. The ability to enable and disable modules as with the 'customize this page' tab at the bottom.

Note that the actual content will be built separately, and I would hope to be able to be able to place each individual module inside the file structure somewhere and have it appear and be able to be enabled/disabled on the template automatically. (Or at the very least with a little fiddling with code as possible).

Finally, modules would be of unspecified heights, and 3 possible width options (single, two singles and a space, three singles and two spaces).

For what I have outlined above, are we talking a few days for a single person, or weeks for a small team? Any kind of information that will allow me to get a little more perspective on what is involved would be incredibly useful :)

- At least this way I won't turn in to one of those "should be easy" people. I hear developers dislike that.

::Edit - Sorry I should add that I had an offer from someone to build this, but declined because they wanted to do it flash (using flex I believe). I didn't like the slow unresponsive feeling I got from the screen, so I would specifically be talking CSS and JS I think.
