Generally to make room on a physical drive for another partition. gParted is one tool for doing it.
Programming is a branch of mathematics.

Does that means if i have 4 partitions and i shrink one from those, the data written of that partition which i am shrinking will be compressed, allowing the space to be free?

No, if a 200GB partition is filled for 100GB you can shrink it to 100GB max. Then you got 100 free GB which you can use to create other partitions.
