What feature? If you mean the voting script, then it can be done with any server side language. for example, php.

the thing is im not a programmer, so I was hoping its is based on some platform and the feature is an add-on module.

like i said im not big on programming but I can put together a site with a platform and some modules...or maybe someone is willing to make it for me...lets say for joomla?

I dont know, I only worked with wordpress and pligg, now trying out joomla...havent seen anything like that

It sounds like you're looking for anything OTHER than doing a short bit of coding on your own. Most sites like that aren't created with a few CMS tools, they're coded. It isn't hard coding, but it does require programming.

Those are HTTP response headers, not helpful to this at all.
