Can I set/edit the settings in Visual C# Express 2008 so using System.IO; is at the top when I make a new application?

There is a template class file, and for VS 2010 it is in "..\Microsoft Visual Studio 10.0\Common7\IDE\ItemTemplates\CSharp\Code\1033\Class.zip".

I've not tried editing it, but that is where VS is getting the info to create your new classes from :)
