By historical convention 640x480 (VGA 15 pin), but it purely depends on the monitor, OS and video driver implementation for the technical minimum.

Okay just checked nvidia release notes.
640 by 480 32 bit is supported in latest nvidia graphics drivers.
Where do I find ATI graphic release notes on resolution modes.
And how do you find the lowest resolution that lcd monitiors will support ?

My ATi 3D Rage in '98 ran at 800x600x16, but it could go to 640x480x8 fine, anything lower simply didn't exist in modern computing, CRT's were larger than most LCD's in my age.
EDIT: I saw your website, are you refering to your fullscreen program? Is it handled in Direct X? DirectDraw provided two Mode X modes (320x200x8 and 320x240x8) for all display cards for comparison, which is far lower than native.

As per my experience the lowest option I have on my XP systems is 800x600.
