Unfortunately you need to buy or obtain a copy of OS X Tiger and install. Then to be up to date with Snow leopard you will need to update to 10.5 which is now difficult to obtain and then do a $30 upgrade to Snow Leopard.
What model mac do you have? Perhaps it will be easier to buy an upgraded mac. If you are using a Powerbook than this cannot be upgraded to 10.5, you can however update to 10.4. In this case I would find a friend or source that has a copy, even a bootable DMG will work. Once you install then run the standard system update for security purposes.
